Why Rough Grading and Finish Grading Are Not the Same Job

The contractor had done nothing wrong, but nobody had explained that these are two separate jobs with two separate tolerances, and the homeowner assumed the first pass was supposed to be the last one.
This confusion costs people money constantly, usually because a quote lists "grading" as a single line item and everyone involved assumes they mean the same thing by it.
What rough grading is actually for
Rough grading gets a site to within a few inches, sometimes as much as six to twelve, of its final elevation. It handles the big moves: cutting a high spot, filling a low one, shaping the pad where a foundation will sit, and establishing the general direction water should flow off the property. The tolerance is loose on purpose, because rough grading typically happens before utilities are trenched in, before the foundation is poured, and before anyone has settled the exact final elevations that those steps will require.
A dozer or an excavator does most of this work, and the operator is reading the site by eye and by stakes, not by a laser level accurate to a quarter inch. That precision is not the goal at this stage, and paying for it here is often wasted money, because trenching for a water line or setting foundation forms will disturb the surface again anyway.
What finish grading actually changes
Finish grading is the last pass, done after the foundation, utilities, and any retaining structures are in. It sets the exact final slope of the soil, typically to a tolerance of an inch or less, and this is the step that determines whether water actually drains the way the plan says it will. A finish grade that is off by even two inches over a ten foot run can be the difference between a yard that sheds water toward the street and one that pools against the foundation wall every time it rains.
This is also usually the stage where topsoil goes back down, because the rough grading phase often strips it or buries it under subsoil, and finish grading is when the surface gets prepared for sod, seed, or paving. Skipping this step, or rushing it because the budget ran thin after rough grading and the foundation work, is one of the most common reasons a brand new yard develops a soggy corner within its first wet season.
The advice I want to push back on
A lot of grading guides tell homeowners to insist on a single grading contractor handling both phases for consistency. In practice, I have seen that backfire almost as often as it has helped. The truth is that rough grading rewards someone who is fast and comfortable moving large volumes of dirt with heavy equipment, while finish grading rewards someone patient enough to check a laser level every few feet and willing to redo a pass that is off by an inch. Those are not always the same skill set, and some of the best finish grading work I have inspected came from a smaller crew brought in specifically for that final stage, after a larger excavation outfit handled the rough cut.
What actually matters more than using one contractor for both phases is that whoever does finish grading has the final elevations from the site plan in hand, not a verbal description of "make it slope away from the house."
Where the tolerance actually matters

Notice that yard slope moves from "general direction only" to an actual checked number. That two percent figure is not arbitrary. It is roughly a quarter inch of drop per foot, which sounds trivial until you are standing on a yard that looks flat to the eye but is actually dead level, or worse, sloped slightly back toward the house. Eyeballing a slope is one of the least reliable things a person can do on a job site, which is part of why so many French drains get installed to fix a problem that a correct finish grade would have prevented in the first place.
What to ask for before you accept either phase as complete
For rough grading, ask to see the stakes or the as-built elevations compared against the plan before the next trade moves in. For finish grading, ask for a hose test: run water at the highest point near the foundation and watch where it actually goes, not where the plan says it should go. I have caught more finish grading mistakes with a garden hose than with any instrument, because water does not care what the drawing says.
If your project also involves a driveway, it is worth understanding how base depth interacts with finish grade before that surface goes down, since the two decisions are made almost simultaneously on most residential jobs. And if you have not pulled a permit yet, check what your grading permit actually requires, because some jurisdictions want to see the finish grade elevations as part of the application, not just the rough cut and fill numbers.
