The final inspection typically verifies finished grades against the approved plan, sometimes with an as-built survey required for larger projects, and confirms that permanent drainage and stabilization measures are complete. I have seen final inspections fail over surprisingly small discrepancies, a swale that ended up six inches shallower than the approved plan showed, or a slope stabilized with seed alone where the approved plan called for an erosion blanket. Keeping photos of the work at each stage, and keeping a copy of the approved plan on site for the contractor to reference, prevents most of these mismatches before an inspector ever has to flag them.
What to do before you assume you are exempt
Call your local building or planning department directly and describe the actual volume and location of the work, rather than assuming based on what a neighbor did or what a contractor mentioned in passing on a different job. Requirements change enough between adjacent counties, let alone states, that secondhand information is one of the least reliable sources on this specific question.
