What I always tell them is that skipping it does not remove the risk the report would have identified, it just transfers that risk from a known, priced cost onto an unknown one that shows up later, usually at a worse moment.
What a soil test actually protects you against
A geotechnical report tells you the bearing capacity of the soil, meaning how much weight it can support without excessive settlement, the presence of expansive clay that swells and shrinks with moisture, groundwater depth, and how the soil will behave once disturbed and recompacted. None of that is visible from the surface, and none of it is something a contractor can reliably estimate from experience alone, because soil conditions can change significantly within the same lot, let alone the same neighborhood.
Expansive clay specifically is one of the most expensive things to discover after a foundation is already poured. It can exert enough pressure through wetting and drying cycles to crack a slab or shift a foundation over a period of years, and the fix at that point is vastly more expensive than the mitigation would have been if the report had flagged it before construction, such as a deeper foundation, moisture barriers, or a different foundation type entirely.
Why the odds are stacked against the skipped test
Skipping the soil test does not mean the risk disappears. It means you are effectively self insuring against a range of possible ground conditions with no actual information about which end of that range you landed on. The math on this rarely favors the person skipping the test, in the same way the math in any structured game of chance favors whoever set the odds rather than whoever is betting blind. Pushing back on "every site needs a full report"
I do not think this cuts entirely one direction, and I want to be fair to the budget conscious client here. A full geotechnical report with multiple borings is not always proportionate for a small, flat addition on a lot with no history of drainage or foundation issues and no visible expansive clay indicators nearby. What I push back on is treating the decision as binary, full report or nothing, when a scaled down assessment, sometimes just one or two test borings at key locations rather than a full site investigation, can meaningfully reduce the biggest unknowns at a fraction of the full report's cost.
The mistake is not always skipping the full report. The mistake is skipping any investigation at all and building entirely on assumption, which is the option that actually removes your ability to price the risk you are taking.

What a bad outcome actually looks like years later
The problem with skipping a soil investigation is that the downside rarely shows up immediately. A slab poured on undiagnosed expansive clay might look perfectly fine for the first year or two, which is exactly what makes the decision to skip testing feel validated in the short term. The cracking, the doors that stop closing squarely, the hairline gaps opening along a foundation wall, these typically develop gradually over three to seven years as wetting and drying cycles repeat, by which point the original decision to skip testing is long forgotten and the repair is being treated as an unrelated, unlucky problem rather than a predictable outcome of a bet that did not pay off.
I have inspected foundations where the eventual repair, underpinning, drainage correction, and slab releveling, cost more than ten times what the original geotechnical investigation would have. That is not a typical outcome for every skipped test, most lots do not have severe expansive clay, but it is common enough that I think every client deserves to understand the actual shape of that risk before deciding to skip the investigation to save a few thousand dollars upfront.
What I tell every client before they decide
Ask what specific risks are present in your area before deciding how much investigation is warranted. Some regions have well documented expansive clay problems or high water tables that make a full report close to mandatory in practice even where it is not strictly required by code, and a local geotechnical engineer or even the building department can usually tell you which category your area falls into without charging for the conversation.
If you decide to move forward with limited or no formal testing, at minimum insist on the hand test pits I mentioned, along with a clear understanding of how cut and fill volumes and soil behavior interact on your specific project, since a lot of the risk a soil test would catch shows up specifically during the earthwork phase, not after the foundation is already in. And whatever level of investigation you choose, make sure it is documented before your grading permit application goes in, since some reviewing departments will ask for exactly this information regardless of what your contractor recommends.
